The idea came about after a committee was formed to look at how Galway's Docklands could be redeveloped. Killeen, along with representatives from the Galway Harbour Company, Galway City Council, Fáilte Ireland West and the Galway Chamber, found that there were a number of steps needed to maximise the benefit to the city from the Docklands.
With major developments to take place on the docks in preparation for the race, including permanent new structures and new facilities for mooring boats, Galway sailing will benefit from the race into the future. According to Killeen, the priority is to take as much as possible out of the Volvo Ocean Race "in the context of putting as much as we can in".
