He subsequently received a two-page report from Director of Services Ciarán Hayes in response to his query, but maintains that a number of questions remain unanswered.

"I was advised by City Manager Joe MacGrath that the best avenue to follow up my queries was through a formal complaint, but this report absolutely flabbergasted me. The first page and a half explains how the clamping process works, which to be fair, was one of my questions. However, this meant that four lines were supposed to address the other nine questions. In the report, the director says that he is satisfied that there was no favourable treatment but offers no explanation about how he came to this conclusion and completely ignores my questions. There is an obviously cover-up going on here and it is my job to reveal what is going on."

A spokesperson for the City Council said any complainant who was not happy with a response to a formal complaint was free to contact the person who issued the report and highlight any unresolved issues.
