"Owner managers are already finding it difficult to just stay in business as a result of the continuing rising input costs, taxation by stealth, increasing local charges, a strong Euro, falling consumer confidence, an inflation rate running at significantly higher rates than the EU average and the general demise in our competitive environment. The decision to double the duty on cheques is an absolute disgrace and will severely impact on small business who cannot avail of electronic banking due to lack of broadband as a result of Government neglect in this area. While we agree with the aspiration for a paperless money transaction system, the punitive doubling of stamp duty will simply add to many small business costs without the ability for take-up of electronic funds transfer, due to lack of available broadband".

"A clear commitment from Government was needed in the form of measures that would make a tangible difference and help develop and sustain enterprise in this Country. What we got instead was a political and piecemeal tinkering devoid of innovation, lacking in initiatives to revive our flagging Economy and in the opinion of small business an opportunity lost," continued Fielding.

In conclusion Fielding outlined, "For too long this Government, despite the usual lip-service, have viewed small business with indifference and disdain and this is very much reflected in today's findings. The Government must adapt to realities, plan for the future and change their tack from the current "Multinational First" attitude to a 'Think Small First' approach. Only this long-term achievable strategy will support initiatives designed to ensure the survival, development and growth of our indigenous industries ? the 'stayers' and real wealth creators. Unfortunately it is regrettable that this year's Budget failed to deliver for SMEs in this regard".
